never peace

Teddy declared a joint war against me ages ago. He refuses to make peace although he's on the loosing end! 100 turns past literally and I even offered him stuff to finally sign peace - He rejects. I waited before posting it as a bug until I had Open Access level because I thought it might be his hidden agenda but nope (Environmentalist)
just tried once more: offered all my gold, 40 gpt. chocolate, silk... and so on. He's not moving... War weariness starts to cripple me, that's why I went over to his continent to finish him off.

I'm quite sure there's a bug and it's an annoying one! save attached.

ONE turn later he offers peace! Presumably due to the high danger of my army in front of the gates... But really - Check it out, will'ya?

I had the same issue. Kongo dow. I kill all his attackers but he keeps sending units every few turns. Refuses peace unless I give him my cities. This went on forever. At least 50+ turns.

Then out of the blue he offers peace including all his relics, luxuries and one of his core cities


My army was not close as China was between us but he sent an Army of knights and a battering ram (lol) to attack one of my industrial cores a few turNS before the peace offer. My city was Undefended but I had an encampment in range , bombers and mech inf nearby

Either he saw something that freaked him out or his war weariness suddenly bit him. I was well ahead in tech the whole time.
