New/Alternate Leaders from In-Game Civs

A thread for posting wanted Leaders/ Leader concepts from civs that are already or will be in the game. We can see that many leaders can come from the same civ (like with France and America) so there's a lot of possible leaders from the currently existing civilizations alone. I'll start with my concept for Carthage, General Hannibal:

Unique Ability: Through the Alps

- Calvary units receive +2 movements when traveling over rough terrain
- Each town gains a free melee or calvary (once unlocked) once settled
- Gain +2 production towards units for each city-state you are Suzerain of

Attributes
- Militaristic
- Diplomatic

Agenda: Barcid
- Decrease relationship by a small amount for each cavalry unit
- Decrease relationship by a large amount for having a large army
- Increase relationship by a medium amount for having a small army
 
Queen Lili'uokalani

As the first queen and final sovereign of Hawaii, Liliʻuokalani fought for the political and cultural independence of her people. She remains an important national symbol for native Hawaiians today.

Unique Ability: He Mele Lāhui Hawaiʻi


- Grants a unique Endeavor, Hoʻohuihui. Upon completion, grants a Great Work to both partners. In the Modern Age, the first Hoʻohuihui completed grants an Artifact.
- Great Works provide +2 Culture and Happiness per age
- All unique buildings, wonders, and natural wonder tiles generate +2 Influence per age

- Increase relationship by a small amount for Civilizations with a high Culture output
- Increase relationship by a large amount for friendly high-culture Civilizations
- Decrease relationship by a small amount for dispersing independents
- Decrease relationship by a large amount for conquering a Civilization

Unique Ability: God, Gold, and Glory


- Settlements founded on coastal tiles have increased Gold towards Merchant units, increased trade range, and start with a religious building (changes depending on Age)
- Gain +1 additional Gold per age for each natural resource in a Settlement, doubled in Distant Lands. Trade routes to Distant Lands provide religious pressure
- Producing Commanders provides +1 trade route capacity

Agenda: Merchant’s Greed
- Increase relationship by a medium amount for civilizations that have mostly internal trade routes
- Decrease relationship by a small amount for each international trade route not to him
- Decrease relationship by a large amount for the civilization with the most international trade routes

Emporer Mutsuhito (now remembered as Meiji) ruthlessly modernized Japan, dismantling the Shogunate, building infrastructure, and emphasizing Western culture over traditional. As a result Japan had transformed from an isolated feudal state to the strongest power in the Pacific.

Unique Ability: Honorable Restoration


- When you Overbuild a Science or Culture building, it yields Production per turn equal to the building's Science or Culture output.
- All Overbuilt Science, Military, and Warehouse buildings yield +1 Science per age
- All Overbuilt Culture, Happiness, and Gold buildings yield +1 Culture per age

Agenda: A Rising Sun
- Increase relationship by a small amount for each Overbuilt building
- Increase relationship by a medium amount for the player with the most advanced buildings
- Decrease relationship by a medium amount for the player with the most obsolete buildings

- During a Celebration, your Culture, Happiness, Gold, and Influence output in Cities is increased by 40%
- Gain +1 Culture per age in Cities for every 5 excess Happiness

- Increase relationship by a small amount for each Settlement with a Culture building
- Decrease relationship by a small amount for each Settlement without a Culture building

The Athenian elites, seeing his constant questioning as a threat, had him put to death for the crime of “corrupting the youth”. His work would be continued by his student Plato and a legacy of philosophers.

- Unique Buildings/Improvements gain +50% increase to their yields per Age
- Codices provide +1 Science per Age
- Codices and their yields are retained through Ages

Agenda: Graphophobia
- Increase relationship by a large amount for the player with the least Codices
- Decrease relationship by a small amount for each Codice
- Decrease by a medium amount for the player with the player with the most Codices
