New build option: Espionage

So when a city gets bored, it has the option to "build" wealth, research, and culture. That was fine and good in the previous version when those were the 3 sliders we had to work with. Now with an espionage slider, we should be able to allow a city to focus its energies on espionage, then, no?

It usually hasn't been an issue in my games yet, but if you want to run a spy game, this should be available to you. And though I don't play multi-player myself, I imagine this would allow for some interesting Cold War games against thinking opponents.

Perhaps the Espionage build option would become available once your empire founds its Scotland Yard.
 
I concur.
Hammers can be converted into the other three sliders, why not espionage?
 
Well the Espionage build probably woud be better achieved with some tech, like the other 3... something like Paper, Civil Service, Communism, Liberalism, Military Science, Nationalism, etc.

(Military Science sounds good to me, I often tend to miss it
