Example: require 3 different bonus resources, consume it, and gives 3 + 1 for every luxury resource in surplus (only wine sugar and spices of course)
so 3 cattles, 2 sheeps, 1 banana and 1 fish + 2 wines and 1 sugar in SURPLUS
would give 3+1+1 and let you with 2cattles 1 sheep 0 banana 1 fish 2wine 1sugar in surplus
small Military airport: necessary to let planes land and take off from your city
Example: no airport: 1 plane max; small airport: 2 airplanes; upgraded airport: 3...

Party Club +5 -1 every x turns (random): People get a lot of fun, but don't drink and drive lol
