Grocer's: more :c5food: for cattle, sheeps, wheat, bananas, sugar, spices, fish, wine;
the building would require and use the bonuses resources and get a bonus from the luxury ones

Example: require 3 different bonus resources, consume it, and gives 3 :c5food: + 1 :c5food: for every luxury resource in surplus (only wine sugar and spices of course)
so 3 cattles, 2 sheeps, 1 banana and 1 fish + 2 wines and 1 sugar in SURPLUS
would give 3+1+1 :c5food: and let you with 2cattles 1 sheep 0 banana 1 fish 2wine 1sugar in surplus


small Military airport: necessary to let planes land and take off from your city

Example: no airport: 1 plane max; small airport: 2 airplanes; upgraded airport: 3...

Airport: :c5trade: connect city to the other cities with an airport
give :c5gold: per total :c5citizen: in the cities with civil airport
also improves some buildings ( stock market +10% gold, stadium + 2 :), wonders +1 :c5culture: ) require aluminium

bonus building when your city reaches 100+ science/turn:: give happiness per city and per allied :c5citystate:

Example: the "New Technologies Lab" gives 1 :) for every city in your empire and every allied as long as the city in which it's built produces more than 100 :c5science:

Casino +1 :c5unhappy: Every specialist gives +4 :c5gold: + 1 :c5unhappy: Every x turns (random) the casino gives a bonus (gold / happiness / artist ?)

Paper mill: Obsolete with modern era: Require forests between cultural frontiers; give a bonus % on sciences in the empire
example: 3 forests min, +5% +1% per more forest :c5science: in the Empire (or city?)
obsolete with modern era or computers


Moulin Rouge: Wonder or National Wonder (min 75% theater): +7 :c5culture: + 1 free Great Artist -10% production in the city

Party Club +5 :) -1:c5citizen: every x turns (random): People get a lot of fun, but don't drink and drive lol

ok, seems like i'm getting crazy...
maybe some of those building ideas will inspire some of the great modders you are :D
 
As realistic as it is to have everything have a negative impact, it isn't very fun. You already have to worry about opportunity costs all over the place in this game, and IMO thats the way it should be. Its a game, not a simulation ;)
