I should know this, but I can't remember and can't find the answer after a few searches.

My first pop growth in a new game is producing a clown. I want the new citizen to work a tile and then *I* deal with the unhappiness or suffer a riot. It's only doing it on the first pop growth of the game; later it's doing as I want.

What is the setting that prevents the game from giving me a clown? I don't think I have the governor turned on, so I'm not sure what's up here.

If the city grows on the same time it expands it's borders the first time, AND that extra citizen will make the city riot, the game is programmed to make that citizen a clown.

An example is the Capitol on Emperor or higher levels when you haven't built any units yet or aren't using the lux slider. If it grows in 10 turns, then it will also expand in 10 turns, and that 2nd citizen will become a clown.

I would suggest increasing the lux the turn before that town grows, so that the citizen will stay a working citizen.
 
Yeah, that was it. I had forgotten about that. I hadn't played in a long time and played a couple of monarch games then moved up to emperor, and of course the first unhappy citizen and border pop usually arrive at the same time on emperor.

MAS said in the other thread that the production from the clown was counted, but I don't think it was.

Anyway, I'll turn up the lux slider early.
 
Just a few minutes ago I faced I faced exactly this situation. The shields do go to the production box. (I paid attention to it, because of this thread.)
