New Civ Game Guide: Republic of Pirates (Tides of Power)

It would be weird for some civilization to have completely different gameplay mechanics, especially at this early stage of the game. Still they have a lot of uniqueness, like inability to build or buy settlers is already really big.
I thought it would be a problem too, but eventually I captured so many settlers with my huge navy that I have by far the largest empire on the map.
 
Tonga's Kalia ships are great. Their bonus to taking settlements on the water is exactly where you want to be conquering. With Teach they quickly form a big navy, and captured galleys can be turned into Kalia. The question is, how good are all these amazing water tiles I'm working going to be if I don't go into Hawaii?
