On topic: The Navajo come to mind as a 'luxury' linked civ because of their rugs/weavings. To add to my speculation, can we assume that since the Pueblo are out, wouldn't the devs look at a similar Native American peoples to add to the game in their place?
A Navajo civ could have a Hogan UB that creates Rugs (perhaps with a Sheep prerequisite) and a Code-Talker UU.
Code Talker strikes me as a terrible choice, though. Not just in the sense that they fought for the United States army, but because they were completely non-combat. They are the most famous Navajo thing, though, which gives me pause in my criticism (lest it turn out to be true).
What's all this talk of "one resource?" I get the whole, "if it were the only one, then..." thing, but some people are talking about it like there really is only one. I haven't watched any videos and I'm fine with getting my news second hand, so I don't need to, but did he say, "there is one new resource that I can't give away," or, "there is one new resource and I can't give it away?" These sentences mean different things.
I had suggested them earlier. I would say Blankets or Quilts rather than Rugs (and really, the modifier "Navajo" should be there), but I do think they're a stronger case than people think because the Pueblos are not in.

A later article (or video, forget which) specifically said there will be only one new luxury added to the game and it will be specifically tied to a new civilization.
As some others have mentioned, perhaps Turquoise could be the new luxury. It's appearance could indicate the Navajo, Hopi, Anasazi, and/or another Native American Southwest people's as the new civ. Of course, the fact that turquoise is culturally important to so many groups might invalidate it in this discussion.
If the Navajo were included, I think a code talker UU would be inevitable because of their appearance in film and nonfiction. Also, I just can't think of another UU save some sort of mounted pillager, which we frankly already have enough of in the game as is. A Navajo or Dine' trading post might make an interesting UB or UI though. A code talker UA would be neet, but how would it work?

I'd agree some UA covering espionage (beside's England's +1 Spy - also, we need a :c5spy: smiley) is necessary, but +100%?!?Somehow I doubt the Navajo were so good they were able to coup every-single city state with a probability of over 100%!
Even if you meant double success rate, it would mean a usual success rate of 55% would turn into an undeniable victory.
In regards to the rest, it seems nice, but Rugs doesn't scream Navajo, so this probably isn't the trail we are looking for.
Frankly I don't see "rugs", "quilts", or "wool" getting in. If they wanted a desert southwest resource, it would be Turquoise.
Most likely, yes. Though, wouldn't they be considered gems?
