New computer, installed Civ3 but Steam error on startup?

G'day all, have been installing and playing this for years with mods etc and never a problem that wasn't and easy fix.

But now I have a new PC and installed Civ 3 like always and I get a Steam error befor the game even loads and I can't go any further.

This happens with Steam turned of and Civ 3 uninstalled (bought the entire Sid Meiers pack so it came with it) on Steam.

Any help would would be appreciated please.

Running Windows 10 if that helps

What error msg do you get? What are some of the specs, mainly the graphics setting of the desktop. Monitor size, is a very large one?
