You are getting closer. Our man was a close associate of Saigō Takamori but was later instrumental in bringing about Saigō's defeat in the Satsuma rebellion.

    Spoiler :

EDIT: Tomorrow. Got stuck on a homework assignment.

Well, while we're waiting for a new question to be posed, here's a "Guess who wrote this":

"The president must remember that the military is a special instrument. It is lethal, and it is meant to be. It is not a civilian police force. It is not a political referee. And it is most certainly not designed to build a civilian society. ... It is one thing to have a limited political goal and to fight decisively for it; it is quite another to apply military force incrementally, hoping to find a political solution somewhere along the way. A president entering these situations must ask whether decisive force is possible and is likely to be effective and must know how and when to get out."

I'm sorry I left the thread hanging. My Great-Uncle who lives in Florida died and my family had to leave immediately to make the funeral. I've been home for two days but I forgot about the thread. The question Andu Indorin posed is the official one, I've no problem with that.

    More recent than Eisenhower ...

(Which makes it a questionable contribution to this thread ... perhaps somebody has a more "historical" question to ask.)

If you don't mind giving a hint, how much more recent? I'll take a wild guess and say Robert Mcnamara. (Totally wild guess.)

You would think that this "cautionary" piece of advice would come from a general like Eisenhower or Colin Powell ... the reason why I posted the quote is one of irony. That's kind of a hint ...

It was Condi Rice, from her Campaign 2000 article "Promoting the National Interest" in Foreign Affairs (Jan/Feb 2000).

(Seems to me that Rumsfeld never read the article ...)

When Estonia was part of the Soviet Union, why would it have been patriotic (and dangerous) for Estonians to listen to Finnish radio station YLE?
