New Diplomacy, or New to Me?

Had an interesting military/diplomatic situation happen recently in C3C that I never saw in Vanilla C3 or PTW. Just wondering if this is a new AI response or if it's only the first time I've had it happen to me.

The background: I'm Playing as the Maya, and occupy the north and central part of a continent. Just south of me is the lone remaining Hittite city and the French, and just south of the French are the Zulu. I have contact with the Babylonians at this point also.

The situation: The Zulu move some pikemen, Impi (plural?), med. inf., and knights into my territory through French territory and declare war after I tell them to beat it. At this point, I have just researched Replacable Parts and upgrade a bunch of cannon to artillery. My rail system lets me move the arty into position and shell the crap out of the Zulu units, and my cavalry mop up after. So I go through about three waves of Zulu attackers, losing only one cavalry unit in the process, and the Zulu finally realize the futility and sue for peace.

The diplomacy: During the AI's turn immediately after I sign the the peace treaty with the Zulu, the French and Babylonians contact me asking for a MPP. Just a MPP, no RoP.

What's weird about this? First, I've never had the AI ask for a MPP without a RoP. Second, neither the French nor the Babylonians are at war with the Zulu (or anyone, as far as I can tell). But the thing that really gets me is that the request is timed immediately after my superior technology made chutney out of the Zulu attackers. It's as if the French and the Babylonians noted my decisive victory and wanted to buddy up with the biggest kid on the block. This seems a perfectly reasonable diplomatic response, which makes me suspicious as I've not noticed the C3 diplomacy AI being particularly reasonable. Now, the French may just be scared as all my artillery and cavalry are parked on their northern border, but the the Babylonians are a ship-ride away on an island and I have exactly 1 caravel operating at the moment.

So. Is this an example of some new, improved diplomatic AI, or has this kind of thing been happening since the beginning and I have just never seen it before?
 
I only have PTW, but I've had civs offer MPPs without offering RoPs with them. This is usually because my reputation isn't so good and they want to be on my good side but not have me marching through their territory with impunity.
 
Hmm...so the no-RoP MPP is not a new C3C occurrence, and if Boris' insight is correct my unprovoked "War for Iron" against the Hittites may explain the French wanting my artillery to help them, but don't want it trundling past Orleans in doing so, thank you very much.

Still, the timing gets me. Does the AI typically seek out MPP's with the winner of a short victorious war or with technically superior civs? My experience says no, especially if the soliciting civs are not in any current conflict. Or again am I off-base?
 
In my current game (vanilla civ III, Monarch) I am by far the most powerful civ (Egypt). I have not pursued any military conquests for some time (I am going for a cultural victory). Japan, Babylon, Perisa and Zulus are on 3 other continents. Each of the other civs have approached me asking for MPP at some point, but without ROP (BTW, my rep. is OK). Interesting parallel between our games, I build LOTS of atty and connect everything with rails, so maybe the AI factors in firepower and mobility?
