Not via WorldBuilder, no. They're created using XML and Python.

Thanks.Is there a thread explaining how to do it? Does some special software have to be downloaded? Would it be possible to incorporate it into HR?

I'm pretty sure there was a mod several years ago that was all about adding new events to BTS. Have a search through the download database.
