An MTDGer has brought this to our attention. It is a new exploit that works like this:

1. Civ A and Civ B are at war. You have open borders with both.
2. You move a transport which is carrying a unit into Civ A's borders. You gift the transported unit to Civ A.
3. You then move the transport into a Civ B city. Civ A immediately captures the city.

I haven't been able to test this personally yet, although it sounds very serious. Can anyone test to confirm? We then can move on to writing up an amendment to the ruleset forbiding this action.

How does this sound?

Gifting a unit or units inside a naval transport to a civilization with whom you have an Open Borders agreement and then moving said transport into one of their cities to capture that city is forbidden.

It's a pretty simple exploit to cover...I mean, there isn't much gray area.

Sounds fair to me.

New patch material I guess...

@Ginger Ale: Your description makes it sound like that you are taking the city of the civilization you gifted the unit to. That's not the case. See if this makes more sense:

Gifting a unit or units inside a naval transport to one civilization with whom you have an Open Borders agreement and then moving said transport into the city of another civilization which the first civilization is at war with to capture that city for the first civilization is forbidden.

I think it should be mach simple.
Gifting units inside the trasport is forbitten.

^^That'll work too. Using the save above, I've confirmed that Galleons and Caravels have the same flaw. You can even take the city with a Scout (but not a Great Engineer). So the rule should simply be:
You can not gift units loaded in a naval vessel

IS it possible for a Civ to load a unit into another Civ's cargo vessel? (transport is unfortunately ambisuious)

If so, then it is possible not to gift, and thus Mutineer's suggested text would not work.

Example scenario: in a MP game, A load units into B's cargo vessel, and B moves the said vessel into C's city, given that A and C are at war.

So, the exploit is not about gifting units in vessel. It is about moving a cargo vessel containing another Civ's unit into a city belonging to yet another Civ, wherein the said two Civs are at war.

you can not load units in other civ vessels, may be with exeption of permanent alliance. In that case it could not be exploited, as diplomacy become a one. So, the only way you can get units inside other civ transport is to have them gifted.

Yeah, makes sense - if you want to gift the unit to another civilization, bring it to one of their cities or their territory (unload it along the coast) and THEN gift it...so perhaps we want to change the wording of RM's to say "unless the vessel is located in a city." ?

The player who wants to attack can put the unit on a boat, and then gift the boat which can be done in coastal waters.

So add,

A team may not gift a naval vessel with units loaded to another team.

"No multi-team naval vessels - You may not load a unit of one team into the naval vessel of another team. You may not gift units if it results in multi-team naval vessel."

I say we just say "you know the exploit listed here? don't do it." :p

so if they wanted to gift a civ a transport and units then they would have to unload that transport onto land before they could gift both things???

Yes. Otherwise this exploit becomes possible, and we must do everything we can to limit the possibility of any exploit from occuring.

could you add then 'unless an admin verifies this', so you couldnt you check what was being donated?

It doesn't matter what is being transported. Once the gifting takes place, that loaded vessel becomes a target.

Now I'm curious to see if anything happens after you unload the gifted units from the gifted transport, then reload them. Or send the empty transport to the city.
