The Corsair Queen. Sayyida al Hurra brings wealth to her waters in Civilization VII, coming next week with the second part of Tides of Power! If you haven't scooped this DLC yet - here's a friendly reminder! It's available to all Civ VII owners for free until January 5, 2025.

In the wake of Granada's fall, Sayyida al Hurra rose as Morocco's champion to challenge Iberian power in North Africa. As the sole ruler of Tétouan, she was a fierce diplomat who strong-armed the Europeans in their native tongues and earned their admiration. When talks failed, she turned to the Barbary corsairs, forging alliances with famed pirates who kept her waters safe and her city wealthy.

Unique Ability​

Hakima Tatwan: Receive a Naval Unit every time you complete an Espionage Action. Naval Units stationed on a District provide increased Culture and increased Influence per Age. No Influence penalty for your Espionage being revealed. Opponents cannot use Counter Spy against you.

Agenda​

Wattasid Dynasty: Decrease Relationship by a Medium Amount with leaders who have the most Naval Units on the map. Increase Relationship by a Small Amount with leaders who have the least Naval Units on the map.

Excited to try her out! She doesn't vibe that strong to me, but the fact that she can also print naval units as Teach, and doesn't have increased maintenance costs on those units makes her a better naval unit spammer (on paper).

We still don't have a leader that actually buffs the stats of Naval units, so... that'll come later, right?

Quite a bit of visuals on the Ottomans as well I see (such as their wonder), and what looks like a unique Külliye district?

Based on the architecture, I think Sayyida is also shown as leading Songhai in the above clip.

We presumably got to hear a sneak peek at the Ottoman theme in this trailer. It’s definitely not what I expected.

What I had in mind and want to be excited about was some upcoming post about Update 1.*.*
That's where the heavy bacon is - the patch notes of a new update. These "first looks" are mostly just frills.
 
Alright! A leader I like the look of! So far Lovelace has been the only XPAC leader I liked. This does look like a fun - albeit passive - ability, and then a different take on espionage. Good stuff.
 
Guessing maybe Hammam + Cami for the UQ?

Video also seems to imply that the Ottomans might have a naval UU, but I didn't spot anything distinctive.
Yeah it looks like a Hammam + Camii into a Külliye.

Which makes sense. A Külliye is a temple complex centered around a large mosque (camii) and it often contains a Hammam for purification reasons.

It looks like the bonus activates even if your unit is stationed on other civs' districts.

That tracks. Influence and additional pirate flavour (Culture) from ships that are blockading foreign ports is in character for her.

I'm liking these unusual bonuses a lot, specifically because it changes how I garrison my settlements.

What *is* interesting is she'd synergize with both Pirates and Carthage for the bonus districts to plop down a ship down, and then, assuming someone is feeling wild, split each and every single possible coastal building. It specifically mentions *districts* not *quarters*.

Wouldn't be surprised if they have two military UUs, with one being naval.

I am only 50/50 on this though I do hope that is the case.

I noticed that distinction as well.
