I am only 50/50 on this though I do hope that is the case.
Either way, going through Carthage and Pirates nets you at least 3-4 valid quarters you can use (Punic Port, Pirates UQ, Harbor/FQ, and Wharf/Shipyard in Exploration).
 
It says "districts". Which also implies rural district. So fishing boats should work as well.

I would not make that assumption just yet. Although the in-game encyclopedia defines districts as being either "rural" and "urban" districts, all if not most in-game effects that include "districts" in their descriptions only affect the urban counterparts (such as Rome's ability, Aksum's civics, etc... ); in contrast, "improvements" or "terrain" would be specifically named in the descriptions if rural was being referred to (see recent 1.3.0 patch notes).

We'll have to see by next week, but so far I think this leader is looking very strong. Even if her bonus only works on her own urban districts, I would still rate her higher more than half of the current leader roster.
 
I would assume that it's only urban districts. A Galley has 2 maintenance, so it's definitely worth sitting one on a tile to pay that to give you the +3 culture and +1 influence per age. I definitely think you want to split your harbor/fishing quay with them to double up those values. The other considerations:
-coastal settlements can usually house a boat too
-Bridges over navigable rivers should in theory count as districts too, same with bath/gristmill/etc

I don't think it would be worth it for Carthage to split up the UQ and lose the resource slots, but they have big edges because they can put their UD in towns, and also have a legacy to give -1 maintenance on ships.

IF it counts opposing districts too, then doesn't the Dhow ignore open borders? You don't even have to be friends to sail them in. Although if you are getting a chunk of influence, then it shouldn't be that hard to keep asking for open borders.

I notice that the video has a constraint on the extra naval unit that is not written down, that being « if the naval unit can be placed »… with the bonus to naval units stationed on districts, we will have to be careful to leave a port or fishing quay open to make sure we do get the bonus unit, especially in early game when there are not that many settlements for the unit to spawn

Indeed. This leader will definitely push me outside my normal playstyle. Even with Tubman, I rarely engage in espionage (or other diplomacy) until there are no more Independent Peoples to befriend. With Sayyida, I should be more selective, because waiting until the end of an Age to do espionage means fewer free naval units and fewer of the bonus yields for having them camp districts. Or I just have to hard-build naval units for the bonus yields instead.

Good catch. This would potentially allow you to open up a port/quay selectively to choose where your new units spawn.

I don't expect her to pull off the ridiculous navy that Teach is capable of. It's 15 turns for espionage if I'm remembering correctly. There are two espionage actions available at a time. So in a normal age that's roughly 12 or 14 bonus ships in a non-rushed exploration if you have both espionage actions running at all times. We'll get much fewer in Antiquity.

Let's say you get six extra ships by halfway through exploration. That would be 36 culture and 12 influence per turn from parked ships. Will this be enough to make parking ships in districts worthwhile? Would we rather be using these ships in other ways?

Hopefully it will work in opponents' districts as well, so privateers could be pillaging while earning culture and influence.
 
It will depend a little on how exactly they have it linked. Technically counter-spy is an espionage action too, so in theory you could print a metric boatload with that. If technically they have that not marked as an action, then there's still 3 espionage options (science, culture, and military), and exploration has a 4th for the convert settlement.

Oops, thanks for the correction. I forgot about revealing enemy generals which is just about useless in single player, and I never even realized the convert a settlement one existed!
 
the emblem is not. however.
In fact, it is. But there are 2 Isabellas.
There is first Isabella in a greeting screen, with the Mexico emblem, but we don't see the civ name.
Then there is the Isabella from the screenshot of the diplo screen, and we see all the leader's banner, where Isabella's is the French lys.

This is more or less what I expected. I thought she'd unlock Buganda instead of Mughal but eh.

Sayyida's bonus is way more noticeable at the start of Exploration:
