I am completely new to editing Civ games but not completely to mod creation in general. I have started trying to make a new form of government which does not appear to have been considered before. Empires take the form of large Monarchic civs and have often been an antithesis to corruption and "decadence" (particularly with the Roman Empire after the Republic).
This form of government will be geared towards war and defence with a handful of free units for each city and strong military police. Corruption will also be minimal so this will become the government of choice for people with Civs spanning continents and terrible corruption problems. The downside would be the complete inablity to take over enemy cities culturally and poor diplomacy options. Of course you only have the trade and worker rates of a standard Monarchy. You would need to discover "Imperialism" (a new ancient civ advance) to switch to an Empire government.
I realise this is fairly small for mod but it will be enough of a challenge for me to complete it in a balanced way. Perhaps this could be combined with other small mods (such as the Fascist mod) to form a mod with several new governments to make it worth the download and play through.
