Doesn’t this make it seem like Catherine and Frederick are back in some capacity?

If that's Catherine, it confirms Russia over Mexico. She could theoretically be a Central/Eastern Europe regional leader (as a German princess and Russian Tsaress), but with Frederick there, it makes her scope more narrow.

could also just be that she’s standalone for now, like Amina, Trung Trac and Machiavelli

Seems more like Frederick the Great rather than Frederick Barbarossa.
yep definitely

I'm disappointed, to be honest. I find both choices uninspired, but especially Catherine the Great. Russia has no shortage of interesting personalities, but we can't get anyone but alternating Catherine and Peter. :( Even Catherine's lover Grigory Potemkin would make an interesting choice.

Potemkin's leader ability would be that he only gets to have one town at a time, but he can move it around whenever he wants.

Are there any other potential female leaders aside from Catherine that could fit the description of what is being described here?

But he's a man ...
So is Peter, the last I checked. :p But sure. Yelizevata Petrovna, then. Anastasia Romanovna. Lyudmila Pavlichenko. Anastasia Nikolaevna played by Meg Ryan whose ability is to equip her units with jeweled corsets that deflect bullets. :p

I don't see why. Leaders are no longer tied to civilizations.

I don't really share that. Catherine is one of the most interesting historical figures imo. And not just because of her (rumored) proclivities.

Also that could be referring to the DLC. I would Imagine Russia will definitely be one of the first 39, even if not in the base 30.
The ESRB rating pertains to the base game. They will have to resubmit for a new rating for DLCs if they contain new materials.

I hope it's Frederick the Great of Prussia. He needs to get a voiced portrayal in Civ.

I'm kinda disappointed they went for Napoleon instead of Louis XIV, though. Napoleon already got a voiced portrayal back in Civ5, and Louis hasn't.

Words can't express how disappointed I am going to be if Russian and German leader are ONCE AGAIN!!! Catherine and Frederick, as if those countries of a millenium of history can only rotate between like four imperialist rulers from two of the most overused periods and aspects of their civilisations

Overall probably the only one thing I am increasingly very disappointed in is civ7 weird insistence to pick the most "orthodox", overused, stereotypical leaders possible for its main civs, with their only refreshing grace being absent from one or max two iteriations of the game. Seriously - Ben Franklin, Confucius, Augustus, Catherine, Frederick, Ashoka, Xerxes? And here I was wasting time trying to juggle between Eisenhower, Song era emperor, Diocletian, Nevsky, Konrad Adenauer, Lakshmibai and other leaders to defy the most stale pophistory stereotypes, such as "German leaders are inherently warlike" (very harmful one) or "Roman empire is only decline in its final three centuries of existence"

Once they revealed they were going for non-political leaders, my mind quickly went to wanting Rasputin. But I'll take her over anyone else for Russia, if we can't have him. :p

Glad to see Frederick the Great potentially back. He was the one I wanted for Germany/Prussia.

As a side note I wanted to look up the quote about snake bile and potency and came across this:https://travelfoodatlas.com/thai-snake-whiskey
Maybe something to do with Siam such as a unique merchant or Floating Market unique quarter?
