I have worked for two weeks to make this so here it is. this scenario is just earth today with country boundries. there are only allowed a certain amount of workers allowed per country depending on there size. every city on the map is defended by ONE marine unit. this is because i had so much stuff on the map it slowed it down so i got lazy and just placed one unit. this scenarion assumes some fictional yet reasonable things. first, the middle east is united (wow thats surprising). second korea and vietnam are united. africa is split into three parts north africa, south africa, and little egypt with two cities. i will make an update but for know enjoy it.

Instead of the USSR, which definitely (and for some of us, unfortunately ;) ) doesn't exist any more, you should call the country in its place the Commonwealth of Independant States. I think the CIS comprises exactly the same countries as the USSR, but I'm not entirely sure...
 
Not quite all of the countries. I believe the CIS has 9 of the 15 USSR republics in it. Though it is not per se a country, it is a loose alliance of sorts.

I know Estonia, Latvia, and Lithuania are not in the CIS, and I think Georgia is another not in it.
 
Aargh.... Okay, some stuff for an update. I've only played as the USSR for a turn, but -

- I reckon that Korea shouldn't be united with Vietnam, let alone be one country in itself... South Korea, if it has to be united with another country, should be American. The Yanquis have a permanent force of about 37,000 stationed there (serviced by about 18,000 regulated prostitutes, incidentally).

- Is there actually a New Moscow?

- Vladivostok is a coastal city, right? That's why it exists... St. Petersburg should be coastal if I remember correctly.

- The USSR, despotic? Never! Well, having despotism as the government is wrong...

- 10,000 gold for every nation? If you're not going for accuracy, then surely playability is damaged by having all nations equally wealthy?

that map is small cut down the number citys you have on it!
 
theres only 1000 gold per nation, and i couldn't give each nation a certain government or you would only be able to play a couple nations. i'll fix a lot but my editors lagging from all the stuff on the map.
 
Ah, that's another thing... All USSR cities size 13, one square apart, no irrigation? They're all starving. And you didn't even have to collectivise!

Well, you could at least use the governmental systems that already exist as a basis.

The names of leaders... Catherine the Great, leader of the Soviet Union? Heh. That's what I call alternative history.
 
there is a new update.

Changes:
Oriental countries is now vietnam
U.S.S.R is Now C.I.S
The two Korean cities are now under American control

You really could have found a better world map than the one that comes with civ3. Try looking at some of the maps other people have made, if you ask them they will normally let u use it.
 
american didn't beat NK and i don't think bush is willing to go to war right now, the new election is about to start
 
Georgia was bullied by Russia into joining the CIS a couple of years ago. Now all ex-SSRs are in it, except the Baltics. But it's not doing anything much; most of the members are too poor to matter or Russian satellites anyway.

Being on the coast is St Petersburg's excuse for existence ...
 
The map u are using sucks. Im sorry but if u want to model the world even close to how it is get a bigger map. Philadelphia isnt on the Hudson bay.

Tips:
1. Try a better map
2. consult a half decent atlas.
