New screens from german Powerplay DVD

One thing I've been thinking of is that all the maintance/upkeep costs seem very low. I guess that's just because thay play on low difficulity.

Just look at the civics there on the screenshot. 3 have medium upkeep 2 low. total cost = 10, not much at all. But on the other hand, it may also be dependant of the size of your empire. Which would be a nice touch I must say.
 
Someone at Apolyton also strongly feels that this is from an earlier build of the game, so there is a chance that the Civics upkeep has since been better balanced. We also need to remember, though, that governments never had a maintainance cost in Civ before, so simply by having a per-turn cost will really do a lot for limiting Snowballing-especially if its tied to empire size (I heard somewhere that it will be, but that could be just rampant speculation).

I suppose the civics' upkeep is based on a number of cities, so it could be just that the civilization is small. Also, there is a possibility that it is taken from an Organized Civilization, which has the civic upkeep costs halved.
 
I am sooooo happy :dance: with Civics!! I have been clamoring for this in Civ since SMAC came out. Can't wait. I already told my wife that she won't see me for a couple days when I get my copy of cIV.
 
The funny thing is that, from the moment I saw the civics screen a few days ago, I have already gotten to work designing a much more comprehensive civic system-one which incorporates Political Philosophy/Ideology, Organisation and Rights. Check it out and make suggestions, if you want (its over in the Civ4 Ideas and Suggestions Forum).
Oh, thats not to say that the Civics options they are giving us aren't really good for the Vanilla game-'cause they are-I just love all that extra depth ;)!

If you look at the interface, it's the old dirt/clay/stone coloured brown one, not the newer blue one, so these probably are shots from an older version.

All the same - looking good :D

It could also be that you can toggle what interface you want.

Also, I thought Caste System was supposed to give you unlimited specialists in all your cities, doesn't that make Mercantilism kind of useless?

It seems we're getting a lot of updates from German sources as of late.
 
Could be that caste give some other negative effect or that you want something else in the labor row.

But maybe is the specilist of Mercantilism completely free, meaning: it doesn't cost you a citizen nor does the specialist eat food. That would allow caste systems to have even more specialists when they choice Mercantilism.
 
So, is the only negative effect of the civics choices the maintenance cost? At least in SMAC there were some Empire-wide negatives to go along with the positives.

If you'll notice, under Mercantilism it states that it prohibits any foreign trade. Sounds like one to me.
 
Well, this is something else that makes me think that these are screens from an older build of the game. If you look at representation, it has all positives and NO negatives (not even cost, really). This makes me think that this screen came from a time when they were still working out all of the various game-balance issues of civics system (particularly War Weariness for representative governments). Also, we already know that Mercantilism and Pacifism have a counter-balance of good and bad effects, so I doubt they will leave some as 'uber-choices', or they become not real choices at all (like the so-called Dem/Comm choice of Civ2 and Civ3).
Trust me, if they haven't been balanced, then you can guarantee that I will be balancing them for my own games.

Found two more screens on this post. From the looks of the city screen, it's quite clear that it's a fairly old build.

I agree. Althogh I can play without it, it's much easier to play with it on, and lets me calculate strategies over long distances easier.
