Maybe any lux can be banned by the world congress but different tenants will reward bans on certain luxes.
Democrazy could have an Ecology tenant that would give you a happiness bonus if whales, ivory and furs is banned (maybe a bigger bonus if you are the that makes the resolution).

Order could have a tennant thats against "bourgeois decadence" or religous themed luxes such as gold, gems, incense.

Autocracy could have a religous flawor (Franco was closly allied tho the catholic church, and Iran is both autocratic and fundamentalist) banning whine (think iran) Dyes (a certain german leaders followers had brown shirts not violet) and some other one.

maybe only the ecology tenant would make sense.

Maybe banning luxes could be conected to religon/piety instead, Judaism could ban crabs, islam whine, hindusim cows (not a lux but anyway) an so on.

it would give a lot more flavor if it was positive incitements as well to ban stuff.

They said that all of but the civs that were introduced in GK will be included in the new Brave world expansion. That means the religion system, new techs, units and resources etc. of the GK expansion will be included.

I suspect it's about stopping a runaway civ, which means targeting the civ who is trading the luxuries, not the one receiving them. The mystery civ with the unique luxury would likely be the biggest target, imo.
