New Tech

Well, I cant disagree with that point, but I dont think our methods of governing ourselves come about through very different ways that our methods of fishing, harvesting or working machinery. New methods of Gvot come about through social change, conflict between classes nad exterior factors, like war, contact with toher cultures etc... whereas most real techs come about through scientific experiments, or laterly through pure chance or slow additions to existing techniques.

I totally agree with you that it is a differnet kind of technology. It's a technology developed through "soft science" rather than through "hard science." Your point is right on, as I think most governments came about through slow social change, but thats how all technologies become prevelent. Everybody in the USA didnt have a TV the instant it was invented, it took 30+ years for that to happen. Also, it can be argued that "hard" technologies are more easilly transported from culture to culture because the social/cultural element of "soft" technologies may be inherent. The first democracy was a "social experiment." I am sure there are tons of civics throughout history that were "experimented" with but never worked as intended. I would say that the Shaker utopian movement was a failed experiment of a "social science," the same way that Greek Democracy was a successful one.
 
Yes but its even moreso true that deocracy didnt come about until after the circumstances were right, not just the idea was widespreadly know. Marxism wasnt attempted to be implemented until the correct circumstances came around, ditto democracy, capitalism, serfdom etc, som I think you can make the case (maybe not from a gameplay point of view, but a realism one) that Civic "techs" should require more to be available than just having been researched. One for Civ5 maybe. after all, the whole concept of civics instead of straightforward Govt types seemed a bit far fetched pre-C4

Yes yes, I actually agree with all of your points I just disagree that civics are not technologies :). I'm sure somebody thought up the idea for a Fascist state long before circumstances allowed Mussolini to implement it in Italy. I agree that circumstances should apply, I just think you should still have to research it as a tech because it is in fact technology.
