with versions 4.19.1 to 4.20.1 rome can't build Villa's and in its description, compared to the last version that it worked 4.16.2, it doesn't show that Engineering tech is required to unlock and build

Problem during install (upgrading from 4.19.1). I am installed to default location. Now it wants me to provide a path, which I did. I tried cutting and pasting the path directly, and I also browsed to it. Then I get an error: "You don't have all the required DLCs installed. Vox Populi can't be installed if DLCs are misssing"
4.19.1 fires up just fine, not sure why it's not finding the DLC?
