You're supposed to win the moment you reach 1000 Victory points.
But you now only win if you have 1000 VP after the time has run out.
This might apply to other/all scenarios (untested)?

Some savegames (made pre G&Ks though) which previously won the game instantly:

FeiLing_DLC02_France-Treasure-Orient.Civ5Save
First select the Treasure and move it into "La Rochette" (your capital). Then select the caravel and move it east next to the Chinese border. This order is important, don't do it the other way around.
(only 1 turn left)

FeiLing_DLC02_Spain-Win.Civ5Save
Capture the city-state of Yanomami.

FeiLing_DLC02_England-Win.Civ5Save
End the turn.

FeiLing_DLC02_Incas-Win.Civ5Save
Move the Treasure to Cusco.

FeiLing_DLC02_Aztecs-Win.Civ5Save
End the turn.

FeiLing_DLC02_Iroquois-Win.Civ5Save
End the turn.

I can confirm this with Conquest of the New World, played a fresh game of it yesterday for the hell of it, racked up 1000 VPs pretty easily, and then realized I still hadn't won, forcing me to blow through another 40 or 50 turns. Oh well, it gave me an excuse to try and invade France. I ultimately won, at least.

I can confirm this as well. I'm playing a game as Spain, with 1219 VP and 31 turns left.
