A middle age wonder poll showed Newton's University as a priority. We should be able to research theory of gravity within 12 or 18 turns (depending on whether we want to research magnetism first). Where do we want to build it?
 
There are two obvious ways to decide where to build this wonder. If we go strictly by net benefit, it should be built in the city with the highest beaker output, which will be Priapos after Copernicus's Observatory is completed. On a strict fairness approach, it should go in Berlin as the highest output city which doesn't already have a wonder.

One of these cities has a slight advantage over the other as a wonder location for a reason unrelated to either of these principles, which I'll leave open for citizen input for a bit.

If we're going to try to get any other late Medieval or early Industrial wonders, we should probably plan all of them as a set. For example where are Theory of Evolution and Hoover Dam going to go, if we decide to build them?
 
It should be about 8 turns until we learn Theory of Gravity now. Civantonia has the highest base number of beakers (largely due to tourist income from the Great Library), and will be able to work all 20 tiles once it gets a hospital, so I would support building Newton's there. It would take about 17 more turns to build it there (I haven't checked whether it's at maximum production right now). The longest any city other than Besancon would take to build it would be 22 turns in Berlin (I have checked its maximum production).
