Definitely should have been the PH 1E of your settle as your best option. Working two clam off-coast with no lighthouse as your only food with a gold tile present is poor. Gold is often a trap, as some other players have put it, as it's a food negative tile very early on. Doable, but +2 food and an free hammer in the city center if worth more than the one dye you'd give up hands down, gold or not. This a hindsight evaluation though, as you couldn't have known that until putting down the city in this spot or walking further and settling on a later turn.
Assuming you couldn't see the East coast from the starting location by the silk though , first move should have been to check the coast to the south via the South Dye.
Without preternatural knowledge of the clams or gold (both vision blocked by the forests from your start) this move 1NE was very much a gamble, especially since you didn't send your scout that way while checking the South coast or vice versa. Even walking NE - N to settle on the NE dye would have been a better bet with limited knowledge or not knowing any coast was present at all.
A good example of why you don't always have to settle on T0. A PH with food alone makes up for 2-3 turns walking.
