[NO BUG] Liberate city from defeated Civ revives this civ

Couldn't find this posted elsewhere, sorry if it's a duplicate.

I've just conquered a city which was previously taken from a civilisation that has now been defeated and is no longer in the game. It gave me an option to liberate the city (which surprised me!) but I did and the previously defeated Civ was back in the game! That can't be right, surely?

As designed. The Liberated civ votes for you in Diplo Victory. (like a Liberated City-State)

OK, fair enough! Disagree with it myself, but if the designers have decided that, then I'm not going to argue!
