[NO BUG] Unit missing the embark promotion

Attached screenshot shows a scout without the embark promotion. My other units all have the promotion. The research circle shows that I have the required technology.

This scout was given to me by a city state. I'd speculate that it missed out on the embark promotion due to how/when it was given to me. I know it's a low priority bug but it'll probably be in the game for years unless someone reports it .

Please test if he gains it when you move him into your own territory.

I think there's a second thread about this, i'll maybe merge it later.

It's a feature. Units gain the embark promotion only after entering friendly territory.

Indeed it got its promotion when it entered my territory. I must have walked it directly out of the city state rather than having the scout explore my own territory, surprisingly enough.
