No charge for espionage missions?

I am playing BTS and am in late game as the Sumerians. I just started the war against the Russians, and used a spy for incite revolt in one of their cities. The mission was successful, and the spy was returned to me. But...there was no charge of about 800 gold that the mission was supposed to cost. Why is that? Also, in another city, the mission failed and the spy was caught. No charge for that either. That's a bug.

NOTE: my game is the latest official patch (like 3.18 or something--whatever it automatically updates to when you use the ingame tool).

Is this something you guys have encountered?
