No crew upgrade for flagship? Bug or intended?

I noticed that my flagship always has a Rookie crew, no matter how much stuff it blows up. Is that intended? Is there a way around it?

I think your crew only upgrades if that ship gets a kill. My fighter carriers stay rookie through the whole game because their fighters get the kills instead of the ships.

Thank you. It worked fine in the next games - must have been a fluke or just unlucky with the destroys.
