No cultural impact on borders

I always dreamed about a scenario of the todays world. But one thing, that would really disturb this is the flexibility of borders and territory. My aim is it, that every tile belongs to a certain city. So if u occupy the city the tile is owned by u. That would mean, that there would be no cultural impact on your territory any more.
Culture would get other bonuses of course to not loose it's importance.
So what I'm wondering is, how hard it would be to get this done or if this might be even to complexe to be realized.
'cause to get there a lot of hardcoding will propably be necessary and I can only mess with XML and 2d graphic stuff :(
Thats' why I'm looking for somebody who has the know-how and the will to help me with this.
I know that the odds are not the best, but I had to try :)
 
I think it should only be possible by modding the Python-codes, but if you can get the position within, it shouldn't be much hard to code... there should be somewhere a comparison between the cultures on a tile and if you modify this part in a way like "do nothing here", the owner shouldn't be changed by cultural impact

But as already mentioned, I don't know anything about python and stuff.
What I know is, that most of u probably get really tired of all those selfcalled "idea-gviers", who like to talk a lot, but not to actually work something out.
But if this could be managed to realize, I think many mod-makers could benefit from this and my worship would be guaranteed ^^
In addition, an as I hope great szenario of the modern world could turn out.
