[NFP] No diplomatic victory points awarded for voting if at war with certain AI player

I have Civilization 6, New Frontiers Pass, 1.0.8.4 (531163)
So situation is as follows:

• This is 265 turn of my game
• I am at war with Mansa Musa (AI)
• If I remain at war with him, at the end of the turn 266, he offers peace
• Next goes World Congress Voting
• No matter, did you accept peace or not, no matter how many topics you won, your victory points will not increase (was 15/20, remained 15/20)

If you propose and make peace yourself at turn 265, all won topics will add to your Diplomatic Victory score.

Steps to reproduce:

1. Load attached save.
2. Skip turns with Shift+Enter to reach World Congress (You can accept or refuse Mansa's peace offer right before Congress start, this will not affect result)
3. Vote (There is plenty of points, you will surely win at least one topic, if put all votes into it)
4. See no victory points awarded
5. Load attached save again
6. Make peace with Mansa
7. Skip to Congress again
8. Win any topic
9. See victory points awarded normally
