I think I have figgured out why you sometimes dont get the +2 hammers for religous buildings even though you are a full member of the Apostolistic Palace. Attatched is a saved game.
1. load saved game.
2. end turn.
(Huayna Cupac will complete the Apostolistic Palace under Hinduism)
3. inspect the members page of F8.
(you will see you are a full member)
4. inspect the city of Rotterdam.
(you will see that niether the hindu temple or monastary provide +2 hammers in the build menu)
5. load saved game again.
6. convert to Hinduism
7. end turn
8. inspect the members page and you are a full member
9. inspect Rotterdam again.
(you will see that both the hindu temple and monastary provide +2 hammers in the build menu)
I saved the original start of this game and played it several times, both building the Palace my self and letting other civs build it. In every case when I had either no religion or a different religion from the AP, any city that I had that already had the AP religion never recivied the +2 hammers for being a full member. Any city that I gave the AP religion to after I had adopted the AP religion got the +2 hammer bonus for its religous buildings. Also, any religous buildings previously built retained thier +2 hammer bonus if I switched back to no religion or switched to another religion. Here are the steps to show that.
1. load game
2. switch to Hinduism
3. end turn
4. build a Hindu building in Rotterdam
5. when building is built switch back to another religion
