No Lumber Mill?

I cannot build Lumber Mills on Forests. I'm playing Gandhi / India - but that should not make any difference. I do have Engineering, which is the tech prerequsite.

Is anyone else able to build Lumber Mills?

I am able to, the only thing i could think of would be if it wasnt in your borders... thats weird

I've built tons of lumbermills.

It is definitely in my borders. I can build the other stuff, e.g. Mine and Trading Post

My bad. I think I was trying to build them on Jungle terrain.
