What country do you live in? Steam has regional games lists, so games with high ping to you will just not show up. The way to get around this is come to our Steam chat http://steamcommunity.com/groups/civplayers# just click on the blue Enter Chat Room on the right, the group is invite only, but you will get invited once to are in chat
