No reccomended unit actions?

I just noticed I have yet to see a single one of those unit action recommendations things. You know, highlighted worker actions and settler positions with the circle that the game suggests. I don't use them often, but sometimes the spots they point to are good or nearby a great city-spot I missed.

So has anyone else noticed this? And yes, I did check that it wasn't disabled in the options menu.

I have the blue reccomend circles but they are acting odd in that the blue circle often remains even after I have improved the tile. I thought maybe the game was trying to tell me there is a better improvement I could use or maybe that I need a road or something but if I move a worker onto the tile, the blue circle disappears.
