[vanilla] No Recycling Center?

    I got the Ecology tech and there's no option to build the recycling center for any of my cities.

    Even when I search help in game there's not result for recycling center. I'm playing vanilla. But, it says on this page that the recycling center is available in all versions. I'm guessing that may not be correct?

    Can't seem to figure out what's going on here and can't find any info online. I'm probably missing something. Anyone know what's going on?

    Recycling Center was introduced in the Gods & Kings expansion.

    Or just go conquer the CS that has aluminum, but lacks the required tech.

    If you do not want to start a war with a city state that has the resource that you are looking for, you can raise your influence to friend level. That of which, allows you to get open borders with the city state. Then you can send in a worker to build the improvement that you need to get access to the resource.
