"No religion" doesn't work for modified civics

I've played with Arbitrary Guy's Civics Mod, as well as modding my own. In both cases, Free Religion says "No state religion", but you still have one. Even if you manually select to have no state religion, other civilizations will demand you switch to their religion.
Could a Python-savvy civver take a look and see if this is easily fixable?
