No scout-archer with CiV

I play G&K with CiV 44, but without G&K Enhanced. My scout loses Ignore Terrain when upgraded to archer by ruins. Isn't that supposed to be a VEM/GKEM feature, whereas CiV should retain original gameplay?
 
I have the same question. I'm using the CivUP for Gods and Kings, and my scouts lose the Ignore Terrain promotion on upgrade from a goody hut.

This shouldn't be in the interface standalone CivUP, right?

This is a feature of GEM. In GEM scouts have a real (non-ruin) upgrade path, and if scouts had a gold-promotion (persist through upgrades) ITC then the entire vanguard line would be able to inherit ITC from scouts that were built and upgraded. This was deemed significantly powerful. Instead, scouts get a silver ITC promotion which is dropped on promotion *but* they can train ITC as an early promotion and have that be retained on upgrade (to either archer from ruin or a vanguard unit from normal upgrading).
 
We know about this "feature of GEM". The problem is that we don't have GEM, only CiVUP, and still got this "feature" -- which we as non-GEM-user don't want.
 
Blkbird, I found the entry to change on this.

\Civ V Unofficial Patch v2.0.46 (GK) (v 46)\Core\CiVUP_Promotions.xml

Find the line <LostWithUpgrade>true</LostWithUpgrade> underneath <Type>PROMOTION_IGNORE_TERRAIN_COST_NOUPGRADE</Type>

and change the true to false.
 
I have a slightly different problem. Though it's probably solved by the same solution pintocat posted. While using GEM, a Scout can get an event or ruin or whatever that gives a choice to either clone the Scout, or turn him into an Archer with ITC promotion. That's fine and dandy, in my book. The problem comes when upgrading the Archer. The promotion gets lost. Sort of makes that earlier choice useless. Would rather have chosen to double the scouts if I knew the promotion would disappear. Of course, there's no indication that it will disappear when you first make the choice.

Anyway, burned once by that, now I'm using pintocat's solution.
