No siege flanking when attacking a city?

When my mounted units are attacking an enemy city, I don't get any flank attacks on the defending siege units.

Is this normal? Nothing in the Civilopedia etc mentions that flanking shouldn't work in cities.

I'm running BTS 3.17 + Solver + Dresden. Flanking is working fine in battles out in the open.

Flank attack does not apply to a city attack. Which makes sense if you think about it, because if they're in the city there isn't really going to be much opportunity to get past the flanks and target the seige weapons.

In the end I just declared war and waited for him to venture out at me.

His eventual stack had about 10 keshiks and about 10 cats - without even a single pikeman escort. My cuirassiers had a fun afternoon.
