No "Sleep" in Civ3?

Why is there no sleep command is civ 3? I use it in Civ 2 to put my offensive unit in sleep until an enemy approaches my city or unit and it will automatically wake up, so I can attack first and stop the pillage in my city, but in civ 3 there is no option for that, so i sometimes end up being pillage by the enemy, because my offensive units is fortified [F] in the city. I know i can wake them up but before I reach them, the unit has finished the pillage.:rolleyes:
 
I miss it, as well.

On the plus side, some units (e.g., cavalry, modern armor) have "zone-of-control." Basically, supposedly, if a unit tries to move past them, the unit will attack. I had a modern armor attack about a half-dozen cavalry, so it DOES work. I also set up battleships to do that, but it never worked. Oh well...
 
Personally, I'm glad to be able to fortify my naval units. I hated having a stack of my ships lit up everytime an enemy unit came near me!
