"No suitable location" for an encampment

I'm ready to build an encampment, but keep getting the "no suitable location" message. The only restriction I know of is that you can't build adjacent to the city center, and even if that's all you have, then the game should offer up available tiles to purchase. I have enough gold, so that's not the problem.

Are other cities nearby working tiles that you could otherwise build an encampment on? Sometimes you need to hit the citizen management screen and swap tiles with a nearby screen to build your districts.

It's like that with wonders too - if you don't have a suitable location in your current border, then it's greyed out with no suitable location. But if you have a location possible, then you can select it and it will also show you the tiles outside your border that you can purchase that also satisfy the requirements.

-not in another cities territory
-not currently held by district/wonder
-no luxury resource
-no revealed strategic resource

I had the same problem, although I can't remember what it was. I fulfilled the obligations, but it wouldn't let me even build it. I'll keep an eye out.
