No worker techs in Fall Further?

I recently got an urge to play FfH2 once more, and downloaded the game yesterday. I also downloaded an assortment of modmods to try out, but I'm having trouble getting into Fall Further(or any of it's variants, like Rise from Erebus) primarily because workers can build any improvement without need for technology.

Does anyone know a good way to adapt to this? I really want to like Fall Further, but this change keeps defeating me at every turn. I'm used to focusing on economic techs and building up my empire, but without the need to unlock improvements, that strategy finds me constantly outgunned and outnumbered. I don't want to play a pure military-rush either, so I'm hoping I could get some insight into how to best play with this mechanic from you guys.
