Somewhere along the north side of the St. Lawrence Seaway, and thoroughly inside Quebec. There's no other way the Francophone population would accept it. Plus, it would have the benefit of being absolutely frigid in the winter. You don't get to have unlimited access to Canadian resources without having the capital be frozen solid half the year.

In 2009 we had 15.4 million visitors who spent $7.8 billion. That was considered a down year. SF is indisputably a top tourist destination worldwide.

But seriously, SF would be cool. Aside from LA, it's the most identifiable city on the west coast, and probably the most popular tourist destination for Europeans on the west coast.

I do like it, but there are much better cities out there. Chicago can take it any day. It does share a serious problem with Detroit though: a very questionable political legacy.
