Norton I was the self-proclaimed emperor of the United States and protector of Mexico. He was a failed businessman and gold miner who eventually went mad, as "emperor" he became a local celebrity in San Fransisco, though held no power. The head was requested by BlueMonkey for the Steam Punk mod

No everyone knew he was crazy, he was more of a town joke. But he did issue his own money that people in San Fransisco accepted, his uniform was donated by the local militia and when he died there was a large funeral.
It's funny that he also issued a letter to congress informing them they were abolished and barred them from assembling in Washington. I don't know if what the US congress said about it when they read the letter.
