I'm playing with the november patch and I think that Oligarchy in the tradition sp isn't working properly. Would be happy that someone else could confirm.
It says that I should not pay upkeep for garrisoned units. I currently have 15 units that I should pay upkeep for 1 gold a turn for each and I am doing exactly that even though 6 of my units are garrisoned
Edit: Scratch that. It's just a weird display mechanic, when I move my units out of the cities the upkeep goes up and in the economic panel the cost of units goes to 1.6 each
