[NOT A BUG] Pachacuti Collective Rule Not Giving Settler

Hi,

Just playing a game with The Inca, and i just got the necessary Culture points to select another policy - i choose the Collective Rule Policy - but the free settler is not awarded on any tile near the capital - 4 Tiles are free around the capital.

Restarted the game - same issue. Settler does not appear on unit list - so it's not just that i can't see it.

version 1.0.1.511 - ancient wonders DLC not required to open the save game - but i do have all the other ones.

Are you maybe playing with One City Challenge on?

Looks like OCC was selected when creating the game.
You can't build settlers either.

Yup, it seems i clicked OCC instead of Quick combat.
