[NOT A BUG] Settler production wiped out

I'm encountering a bug where my production for a settler (and only a settler) is prematurely wiped out, and I get a notice (again prematurely) that production of the settler is complete. Except that there is no settler, only an empty city--and an empty production box. This has happened to me repeatedly, and it may be associated with a DOW.

I'm playing on the .621 patch, and I've attached a game file that demonstrates the bug. If you load the save-file, you'll see that I'm at end-of-turn 132, playing as Chinese. Take a look at Guangzhou. It shows nine turns to produce the settler. Now click the next turn button. You'll see Alex come on screen and declare war. The turn will calculate out and many notices will drop down on the right hand side. among these, you'll see one that says Guangzhou is ready to receive a production assignment. When you click it, you go to Guangzhou where you are told that a settler has been produced and that a new assignment is needed. But you'll also see that there is no settler, and no hammers, as far as I can tell.

Thanks reporting this and posting a save file. I'm going to say this is not a bug. When Alex declared war, your unhappiness went from 6 :c5angry: to 11 :c5angry:, and thus your civ became "very unhappy." According to the tooltip on the attached screenshot, you can't build settlers under those conditions. This effect is also documented in the manual and the Civilopedia.
