(NOT A BUG) Strange voting

Played against the AI today and Tokugawa started a war against me.
After one round of war I was able to choose the end-war-with-me-option in the apostolic palace.
Strange thing is, Tokugawa voted yes eventhough he actually was much stronger.

I'm seen a similar thing, except Alexander was at war with me and in charge of the Apostolic Palace when the vote to 'end war with Alexander' was proposed, he also voted yes. It happened about 3 times over the course of the game, I thought it was a little odd too.
 
I read in another thread that it's because they don't want the diplomatic demerit for voting against a popular resolution, and pretty much were forced to vote with everyone else or get dogpiled.
 
Same happened to me, only the guy who declared war on me nd myself were the only ones to vote to end the war (which seems to go against the popular vote theory).
 
While not a bug, a similar thing happened to me. I was in a space race and was able to bribe the two other civs who were close behind me in the space race into starting a war with each other.

I had to give several techs but I was rather pleased with myself thinking that while they were busy fighting, I would easily pull ahead in the space race. The war lasted exactly one turn before the UN stepped in and a vote was made to stop the war. Both civs involved in the war and myself all voted no but every other civ voted yes and the war ended.

So I gave all those techs away to start a war that ended after one turn.
 
Not a bug if you can sue for peace immediately and without condition.

If you can't, then it doesn't make much sense that your opponent would vote for that and then deny it.

Unless...he wanted to save face in public, knowing others would vote it down. Which would be very clever on the part of Firaxis, and dare I say quite realistic ;)
