[NOT BUG] Civ 5 no water transport units

Maybe it's just me because I could not find another reference to this problem but why do I not have access to a water transport unit (i.e. galley, galleon or transport) in order to transport a settler, or military unit across water? I just bought and downloaded civ 5 today from direct2drive.com and I have no water transport units. Is it true that only barbarians have access to galleys?

You don't need wat er transport units. Once you research a certain tech (i believe it's optics) you land units can embark directly onto the water and they become ships

Galleys don't transport units anyway. Research optics, and units can "embark"; that is, move the settler onto a water tile, and it will turn into a boat. You can then move it back on land.
