[NOT BUG] Harbors provide railroad bonus

I don't have a save for this (yet), as I discovered it by watching a friend play from over his shoulder. However, it turns out that harbors not only provide a trade route and naval shipbuilding bonus, but they also provide the railroad bonus! That makes them a HUGELY efficient building. It also is not documented anywhere. So- is it a bug that they provide this bonus, or is it a documentation issue that I didn't know that they would?

(Speaking of railroads and documentation, why doesn't the railroad bonus get mentioned under "railroads" in the civilopedia? It's only mentioned in the Railroad tech.)
 
Ok, confirmed in my game. Save is attached. My two eastern cities (the one on the island and the one due west of that) both have Harbors, and I have just gotten Railroad. Neither city has the RR bonus.

Go into the capital and purchase a Harbor. Two things will happen:

(1) You will get announcements that the trade routes to those two cities is broken;
(2) Both of those two cities will get the RR bonus to production.

Does that mean your capital needs a harbor or just a railroad be built to a city with a harbor?

Yes, harbors auto-connect other harbors with railroad once the technology is discovered (provided that the capital has a harbor itself or is connected to another city with a harbor)
 
In which case it is not a bug but rather a documentation issue, as I couldn't find any hint in the manual or the civilopedia that it was the case. (It makes sense for archipelago maps, but also means even if you have roads between cities on the coast it's basically never ever worth making railroads since the harbor is _so_ much cheaper. It seemed incredibly powerful for such a cheap building- by the time of railroads it takes much less time to build it from hammers than to worker it over in established cities.)

So, not too surprised that it isn't a bug, but would love to see it added to what I hope is a growing list of things to edit in the Civilopedia. ;)
