[Not Bug] locked tradition is carried over to the next age

"After properly investigating this case with the team, I can confirm this is not in fact a bug and it is intended behavior from the game, as all traditions will carry over after an Age Transition."


As far as I understand, only unlocked traditions can be carried over.
In saved file, there is only one Spanish tradition(Conquista) that I have unlocked.
When I moved on to the next age immediately, I can put the other 2 locked traditions(Great and Most Fortunate Navy / Cerro Ricco) into the Social Policy slot.

I had a quick look. Doesn't seem like its anything in the XML. There are JS calls to a built-in class method getUnlockedTraditions(). So I think it'll need a Firaxis fix if this this is indeed a bug.
